Elite Pipe & Cable Locating Pty Ltd is a locally based, family-run business offering high-precision underground locating services throughout NSW. Owned and operated by husband-and-wife team Richard and Samantha Collins, the company was founded with one goal in mind: prevent costly and dangerous underground service strikes by delivering accurate, transparent, and reliable detection services.
With over 25 years of trade experience and 8 years specialising in locating, Richard brings practical, hands-on knowledge that helps clients avoid the unknowns beneath the surface. Samantha manages all administrative and client-facing operations to ensure every interaction is handled professionally and efficiently. Together, they bring both technical expertise and a personalised touch to every client relationship.
After years working in plumbing and construction, Richard saw too many jobs compromised by accidental contact with underground utilities—power cables hit, sewer lines punctured, fibre optics cut. These incidents weren’t just expensive; they were dangerous and often preventable.
We started Elite Pipe & Cable Locating to solve this problem at its source. Instead of reacting to accidents, we proactively identify risks so builders, tradespeople, and property owners can work with confidence.
We live and work in the Illawarra region and have called this community home for over 11 years. The business was also born out of a turning point in our lives—a desire to build something long-term that our family could be proud of and eventually grow into. Our clients feel that sense of ownership and pride in the way we communicate and deliver on every project.
